Rust is a persistent pest.
The only way to deal with rust problems is to cut it out completely, then fit / weld in a new piece of metal and re-finish the body and paintwork.
If we had simply used filler and re-painted the panels, the rust would eventually re-appear, so the only real solution is to completely cut out the rusty metal and replace it.
